SPECS in the City

I don't know if this is already general knowledge, but a couple of times in the last few weeks I've been through a pair of SPECS traps on Upper Thames Street in the City of London - it's just East of the tunnel.
And it gets worse. They're enforcing a new 20mph speed limit. I've only been through going West - don't know if they also monitor the East bound side.
It looks like they'll be there for a while, but might not be permanent, because the only obvious reason for the new speed limit is that there's some building work going on that's resulted in the road having to be narrowed a bit. The limit is only for a few hundred yards around this site. It takes about a year to put up a new office building...
