Is this still in force? For some reason I am under the impression that it's the foundation of our modern legal system.... But I could just be about to make myself look very silly 
If so, does this passage still hold true?
How does this stand up when you lose your license for speeding and it costs you your job?

None of these fines shall be imposed except by the assessment on oath of reputable men of the neighbourhood.
How does this stand up when you lose your license for speeding and it costs you your job?
Fantastic. Speaking as one who's just received a NIP for 97 in a 70 limit A449 (dry/ straight totally clear clear dual carriageway and on Boxing Day to boot; do they have they no sense of humour?!) I'd like to think that such things are dealt with in a rational and fair way.
From posts on here, could be looking at £400 fine and/or 28d ban. The latter will cost me my job....
Thing is, you just know that reading out the Magna Carta in court would just lead to trouble
So whats worse; driving at 97 (ok, was too fast etc) or driving without insurance? Well.....
If you get caught without insurance and tax you seem to get ~ £150 fine and a 28d ban.
So...........
1) £150 fine is cheaper than buying insurance in the first place
..........isn't the idea that the punishment is supposed to hit harder than doing the right thing in the first place? [:banghead]
2) the ban will increase their insurance, making it even less likely that they will go for cover next time.
What do our BiB friends think of this? Are these thoughts based on reality or are non-insuring scrotes actually treated more harshly than this????

No insurance has a lesser punishment than 4 x 47 in a 40 limit by tax camera.
The best thing to do is to buy a car at auction or from a dealer for cash, reasonable condition family car, use a false name to buy it, don't tax it, insure it or MOT it and drive it for as long as possible. Just make sure the lights all work, the reg nunber is clearly visible at both ends and you drive carefully so as not to arouse suspicion.
There are 1000's of people doing this right now, not because they want to but because "the system" that has been implemented to target middle England makes it cheaper, easier and more importantly, fairer, than being legal.
How many people who buy cars from eBay register them in their own name and address ? I don't know the answer but I'd bet it's a pretty high percentage. As long as the car isn't stolen and looks legal, they've got virtually nill chance of being stopped.

Just out of interest where was this? I just got a NIP for 96 in a 70 on the A449 just outside Cardiff

Yep; one and the same road. My uncle lives near Monmouth and uses this road a lot.... he's been done at 96 there as well.... its notorious amongst locals for the Talivan. The A449 is a really good example of a good quality high speed road thats ideal for their activity; really good visibility which means that you're tempted to open up a bit.....
Funny thing is I always keep an eye out for the Talivan burglars..... but neither myself, my brother or my wife spotted the van. Perhaps they're using stealth technology now in an effort to stop us from harming ourselves.
