BBC News said:
The "degrading behaviour" of a police officer jailed for multiple rapes was allowed to "flourish" unchallenged, a report has found.
Wayne Scott was jailed for 19 years in 2013 for a series of rapes and other sex offences over a 10-year period.
Some offending of the ex-police constable could have been avoided if other colleagues had tackled his "red flag" behaviour, the report said.
Cleveland Police apologised to victims for its "unacceptable" failings...

ITV News said:
The Deputy Chief Constable of Cleveland Police has told ITV News Tyne Tees that letters will be sent to every female member of staff on the force to ask them about their life in the organisation.

A report has found several warning signs which may have stopped a Cleveland Police officer carrying out a string of rapes and sexual assaults were either missed or went unchecked, allowing his behaviour to "flourish"...
It seems that Cleveland Police are taking the findings of their report seriously. I've got to say that I'm surprised that Scott wasn't held to a higher standard by his colleagues. My impression of UK police is that it isn't nearly as sexist a place as it used to be. I see a lot of women police officers about and I'm aware that many more senior officers are women nowadays.

AIUI, the response from certain quarters is as follows:

If you compare this with the many thousands of interactions where nobody was raped or sexually assaulted, it's statistically insignificant. It is an isolated incident that basically might as well not exist.

If anything, it proves who good the rest of them are. Anyone whose opinion differs is obviously a 'hater' & may be disregarded or ad-hommed at will.

Well, keeping a phone in his locker at work, and asking female police officers if they were interested in him, how on earth was he not reported for rape?????

Do you ever get bored of yourself?
I had money on Carinaman being the first one to mess himself when he saw this, but you pipped him to the post. Well done.

Having read the report some of the "red flags" certainly do seem in hindsight. I've read several reports where it appears the IPCC don't realise that what objectively seems extreme language e.g. "rape game", isn't within a policing context given the subject matter they deal with on a daily basis. Are they expecting humans to deal with the extremes of society and not become desensitised to more extremes?

The main 'good fortune' he had is he kept offending against people who refused to corporate / were vulnerable / probably were scared to complain about a police officer. It's only until he managed to get him dismissed that the women felt confident enough to come forward.

Most of the recommendations seem reasonable, and some essential, such as the PSD being able to 'connect the dots' on dodgy officers in a better matter albeit the report acknowledges this is pretty much in place already.

It's very, very predictable. I'm sure 136man will be along once he's unravelled himself from all the tinfoil.

”Deputy Chief Constable said lessons had been learned but accepted that there had been major failings in the force’s handling of complaints against Scott"

I wonder how many of the complaints had the "on the balance of probabilities, there is no evidence of any wrongdoing" statement included. He was probably backed up by colleagues too.

How could the force not have seen there was something completely unacceptable about a policeman taking a 10 year old girl on date to an ice cream parlour? Where I work, I can be dismissed if I am seen going into a betting shop with my full uniform.

It is such a shame that ordinary footballers are held to a higher standard than those who are meant to help uphold the law. Little wonder Saville et al got away with what they did for so long.

Why not read the report? Although that requires a little effort.

Being deranged is infinitely more preferable than being a bent copper.

Mental ill health is acceptable. Being a bent copper isn't.

If the long arm of the police family is that long that it embraces the bad apples at the bottom of the barrel it's not my fault.

It makes interesting reading.

Lots of opportunities missed, not all the fault of the police.

Some odd things as well. A colleague reports misconduct and then state that they want nothing formal done then criticises when he's put on constant assessment saying he deserved more.

A male officer being allowed to run a released female prisoner home. Surely hardly the norm?

It would appear that supervision was poor.

Its possible that those that didnt want any action taken were 'encouraged' to make that decision

I beg to differ- from what we see it doesn't seem to be 'pretty much in place'.

I note that 'lessons have been learned'. That phrase wore thin a very long time ago as the lessons seem to need to be learned all over again on future occasions.

Spitfire & Elroy seem to have adopted this principle.

I notice they've said nothing condemning the police officer/rapist.

Oh dear. You're even having to quote your own drivel because no one else is interested enough to do so.
I dont think I need to condemn the man involved. Going by my profession, one might be able to draw the conclusion that I disagree with such actions.

Most of the criticism of the police I see on here is unjustified, the vilification of anyone daring to critisise the police organisation however is a shame.
A little bit of criticism of this chap from his fellow officers would be really refreshing.
ETA Having read the report
http://www.cleveland.police.uk/downloads/INVESTIGA...
I don't really see what else Cleveland police were supposed to do, when allegations were made they investigated and were stonewalled bt the victims.
Granted the number of allegations would have concerned me but I don't know how common such allegations are.

If any of these guys had any matter in their large domes, they'd be critisizing their colleague for bringing their soiled profession into further disrepute.

Instead of doing this they are more interested in making excuses and attacking the people who point out the obvious. It is this mentality which is exhibited time and time again that allowed Scott to get away with his crimes for so long.

It is such an extremely dumb thing to say that because you put on a uniform we should know what your opinion is of this criminal. The criminal also put on a uniform. Why is it so damn hard for these gang members to call a spade a spade?

Priceless.
