more 'fresco' insurance blues......

a mate of mine is having a few amusing problems with our old friends 'fresco' insurance.
basically.
in november he was on the A1 in his 730 bmw. he was stationary in a traffic jam and without really thinking put the car from drive into park. as he did this he either nudged the car in front or the car in front rolled back into him. the guy in the other car leapt out with rage and accused my mate (who is a 6.5 foot tall american) of all sorts of traffic offences. my mate gave him his insurance details and told the guy that this is what insurance was paid for. it is worth pointing out at this point that no damage was caused to either car. the number plate on the bmw was fine (which would have broken with any impact)
nothing more has been heard of this until this week, my mate told his insurance company the guys details, but as i said, there was no damage to either car.
this week he got a letter from 'fresco' stating that because his insurance company hasnt replied to any letters that they will be suing him for not having any insurance!!!. his insurance company (which is american) have never heard squat from 'fresco'. 'fresco' are claiming £2400 worth of damage to the car, a tailgate, both lights, bumper and a tow bar (my mate swears that there was not one fitted)
he rang them up to ask what the hell was going on, and told them that his insurance company would not action a pay out until they have seen the pictures that where taken at the time. 'fresco' will not release them. 'fresco' then told him that they wanted to visit his place of work and inspect his car. he told them it was a waste of time as there was no damage to the car. when they got insistant he told them that it was impossible to get access to his car and told them to go through his insurance company.
two days later a women rang telling him she was from a company working to claim the insurance back (or something like that) back for 'fresco'. she started to ask him a load of questions, did he own his own house, etc. he slapped her down a bit and told her he wouldnt discuss it. she then got really snotty and wanted to know what he was doing in the uk 'working', she wanted to know what 'im not discussing that with you' she wanted to know where he worked 'on a air base, i work for the american air force' this drove her mad and she got quite cross with him. in the end he told her the name of the airbase and told her to type it into the internet, with the cutting remark 'then you will see why im not telling you any details'
in the end he really slapped her down and told her that he wouldnt discuss what he did, where he worked, his car was not avalible 'at work' for them to inspect. he again told them to go through his own insurance company (which still have heard nothing!!)
my (or his) questions are:-
what are 'fresco' up too???
why have they not contacted his insurance company??
why are they so keen to 'inspect' his car
is he been lined up for a civil case of some sort.
what can he do???????
his main complaint is that his insurance company have no problem paying out for any damage, just they need to see estimates and photos first. £2400 sounds like the guy has heard a u.s accent and thought that he can make a quick tidy profit.

I guess your buddy works at Menwith Hill(?). One of my US friends worked there and even now I don't know what he did there.
I would suggest that the next time he hears from them he suggests they take him to court and provide him with copies of all their evidence, witness statements, garage reports relating to the alleged damage, etc. Tell them to hurry as he expects to be back in the USA permanently within, say, 4 to 6 weeks, but is not sure where he will be posted. Make the point that it could be to Iraq. My guess is that it will then go away.
