Was heading from Bicester towards Buckingham on the A4421? and i saw a van parked on the left

It was white, no external marking/signs, yellow lights on top, the rear windows were blacked out. But above each rear windows were open flaps with a camera in each hole - i am not sure if it was a scamera van or some kind of traffic monitor? Anyone any ideas?

Could be ANPR - were there any accompanying BiB vehicles ?
Whatever it was, it isn't allowed to use orange/yellow warning lights. They are for highway maintenance vehicles and a few other types of vehicle only.
Report it to the BiB and see if they'll give the driver 3 points.

Does ANPR not do that as a side benefit?

Actually, is there a live link in the van?

ANPR will highlight the lack of current tax disc, and the BiB will then pull them over.....from then, there might be no licence, no insurance..etc..

Yes the vehicle is live and hooked up to PNC
