White Line Chuggers

Over the past few months i've noticed an increase in the number of chuggers and big issue sellers standing in the middle of the road at junctions and traffic lights around town.
Some are the vest wearing chuggers, others seem like various Europeans with a single copy of the big issue. They step out in front of moving cars and walk out in front of stationary cars about to start off again. At one particular set of lights at a cross road the same chugger seems to take his life in his hands everytime I drive past. On more than one occasion i've witnessed several near misses with said chuggers. Only a matter of time before the inevitable happens.
Surely there has to be a law or offence for this.

CHarity mUGGER, although I tend to reserve its use for the annoyingly cheerful folk who try to intercept you in city centres with a clipboard and attempt to start a conversation without mentioning the desire to extract your direct debit details.Adrian E said:

There's me joining the thread thinking it was about cocaine...I like chuggers, this will now enter into my vocab.
To be honest, the only people I give pennies to are the poppy sellers, every other charity donation is done every month straight out my wages prior to tax being applied
