Yes...it's in the Daily Fail, but it has been widely reported which left me asking myself a few questions:

Can a person really be prosecuted for not carrying a bag for poo, even when no poo has been deposited?

Is said person obliged to give their name and address to a council warden?

How will the council ever prove you're dog is still to do a poo before you get home?

I agree that dog fouling is a problem but this seems to be fining before a crime is committed.

Therefore, if I am seen walking through a 'no alcohol zone' with a few tins in a bag am I guilty of a crime assuming I could open one for a quick glug?

Sounds fine in principle and as a dog owner I've always got bags about my person. Its very easy to pick up after your dog and annoys when people don't do it. One thing though, in order to be in compliance would you need to carry one more than you need? Dogs poops, you bag it and bin it, then walking home get stopped and fined for no bag or am I over thinking this

It's rubbish. How can they do it? What if my dog takes a dump then my bag is used and turd deposited in bin? I then have no bag to produce. Usual daily mail crap.

Not being a dog owner/walker myself, I only know what happens on thos occasions I have joined a friend walking theirs, but.....

Statistically when you take a dog outside the home for a walk - how many times out of a hundred will it need to go for a dump?

My own experiences were that its every single time, but im happy to accept that was just a fluke if reality is less than 50:50 odds??

It's not hard, ffs.

You remember to take the dog's lead with you when you go for walkies? Then have one of these, or similar, on the lead.

Isn't it half of the point of taking the dog for a walk?

"We will be advising them to make sure they have extra poop bags with them at all times to ensure they have the means to pick up, regardless of how long they've been out and about with their pet"

Technically wouldn't you always have a means to pick up though?

Presumably you would need to clear up after him. Oh hell you haven't got a poo bag!!!

My dog doesn't often crap on walks, for reasons best known to himself he much prefers to do it in the garden.

On the radio the councilor said they would operate some discretion if a dog walker was near home and had no poo bags.

You can imagine the conversation: Man walking down the road wearing his England football shirt, shorts sporting the 3 lions tattoo. He has the obligatory 'staffy' on a firm lead, but does he have a poo bag?

Council warden: "Excuse me Sir... do you have any poo bags about your person?"

Staffy walking England fan: "F**k off, what you gonna do eh?"

Council warden: "Just checking Sir"

It's going ahead down here (Torquay). I am outraged smile Well, I am a bit bloody annoyed about it to be honest as they are trying to do you for a 'potential' crime which doesn't seem right. IANAL and all that, but seems wrong.

Incidentally, I am never without poo bags - every pocket in my jeans, hoody and my jackets get stuffed with the things as I always pick-up after my two walking st machines, so this is 'unlikely' to affect me but I still think it's wrong.

They aren't. Read that Daventry order. It is a crime if you cannot produce any "means to pick up" when asked.

There's no potential crime in not having a bag to pick up if/when the dog produces. The crime is committed when you are unable to produce.
