35. The Committee agreed in November to use the Policing Performance Assessment Framework indicator for road safety and to set a target in terms of
‘To reduce the number of road traffic collisions resulting in persons being killed or seriously injured, from 744 in 2003/04 to # in 2007/08’
With the # figure to be determined in consultation with the Road Safety Camera
Partnership and giving due regard to the Department of Transport target of a 40% reduction in killed or seriously injured (KSI) casualties by 2010 on a 1994-1996 base.

36. The position is that there were 852 KSI casualties per annum in the 1994-1996 base period; giving a 2010 KSI casualties target figure 511 (i.e. a 40% reduction).

However, in 2003 the KSI casualty figure was 853 (i.e. no change on the base period). To achieve the DoT target therefore still requires a 40% reduction over
the remaining target period. The Road Safety Camera Partnership has set annual milestone targets to hit the 511 target figure by 2,010 on the basis of a straightline reduction trajectory. The 2007 milestone figure is 600 KSI casualties. To convert casualties into collisions the figure of 600 has been factored down to 516.
The draft target therefore becomes:
‘To reduce the number of road traffic collisions resulting in persons being killed or seriously injured, from 744 in 2003/04 to 516 in 2007/08’
37. However, the question has to be asked as to how credible is such a reduction (-30%) given the performance to date and the likely reduction in overall
Constabulary resources. An alternative is to leave the target figure open and phrase the target simply as:
‘To reduce the number of road traffic collisions resulting in persons being killed or seriously injured compared to the 2003/04 figure of 744.’
