From article:

The fresh investigation comes after UKPC had to cancel a number of tickets after what it called an "isolated photograph tampering incident" by "a few rogue employees".

Just like the VW CEO blaming the emissions testing debacle on a couple of rogue programmers

My son received a parking ticket. His car is fitted with a black box. He had to pay an administration fee to obtain the data that proved that he had exited the car park 20 minutes before the ticket was issued.

Its management are running an operation which is clearly not fit for purpose. Hopefully there will be no more weasel words from the PPC's trade union CEO. Maybe the BPA will now finally do the decent thing and apply far more punitive sanctions. Like a minimum 12 month ban on DVLA access.

Unfortunately, as it is only too well aware, the BPA is in fact powerless to really control its members (the sanctions it does apply are merely a temporary inconvenience). Why? Because any PPC can jump ship and sign up with the rival ATA. This is bad news for motorists because the latter's appeal process is a kangaroo court compared with POPLA. Anyone who is willing to do a bit of digging will be able to uncover a clear conflict of interest.

UKPC is not the only company under the spotlight. This one is up before Aberdeen Sheriff Court in a couple of day's time on criminal charges.
See #22 on this list - https://www.scotcourts.gov.uk/current-business/cou...
Looks like the PF means business. The Scots don't take kindly to the sort of abuses that routinely happen south of the border

Btw the way, have a look at the surname of the BPA's Chief Operating Officer - http://www.britishparking.co.uk/Who-we-are - (#3 in the top row).
You couldn't make it up. laugh

Send them a bill for the costs of obtaining the proof and add an admin fee of, say, £25.

Has he asked the operator to reimburse him for this admin fee?

One might reasonably think so. The buck must stop somewhere - who stood to gain by this? That's where it stops.

Have any of the victims made a criminal complaint to the police?

That's the bit I'm not understanding - this is a deliberate, pre-meditated act to get money out of someone so why aren't the police involved?

Nah, it will be a 'civil matter'.

Haven't council traffic wardens done the same in the past though?

If you give employees targets, some that cannot achieve them through legitimate means will resort to illegitimate means. No great surprise really.

The police seem able to arrest blokes who claim they've hidden a gun on their when he's interviewed soooo why can't they pop over and arrest the owner of this car park or company on the basis of this?!?!

UKPC have got to be one of the most underhand operators in the industry. I won 27 POPLA appeals in one hit against them last year, which eventually led to them complaining about me to my professional trade body.

They also issue tickets where they have no contract with the landowner, and try to pursue claims outside of the scope of POFA 2012.

It now transpires that not only are they forging PCNs, they are also putting up misleading signs to make them look like they have some form statutory authority.

Once you start faking stuff though, it starts being criminal.

If I were one of those motorists, I'd be heading down to the police station to make a complaint.

I don't believe it is really a civil matter. Just that's what you're likely to be told when you try to complaint.

Is it not an attempt to procure a pecuniary advantage by deception? If not, then what?

Does the UK have the equivalent of the US mail fraud offence?
