Received a PCN in the post, a CCTV camera had captured going through a restricted road in town. The PCN was issued 35 days of the alleged contravention. I have been informed from various people that I can appeal the PCN as it should have been issued within 28 days. I have found various conflicting information online so wanted to ask my PH brothers if they know.

Which town? If it is London, it is indeed 28 days.

PCN should be cancelled on the ground of procedural impropriety
AFAIK the only other city which enforces that particular moving traffic violation is Cardiff.
The 28 day period is the same but under different legislation
