I just added my comments to the article but somehow I don't see the BBC publishing this:

This is absurd, another example of the government's attempts to turn the motorist into public enemy number one. If these people spent less time checking everyones speed and more time looking out for actually dangerous driving like those using mobile phones or driving unroadworthy vehicles then perhaps road deaths would go down. Speed cameras are not the answer and this scheme is an even worse version of that idea, letting the general public write down speeding motorists details can only lead to unfair prosecutions and unsafe convictions. Lets only hope that they are not using Pro Laser III speed guns as well.
