I have recently changed my job to a supervisory role. Last week, another Sgt and myself were responsible for the supervision of a team of 20 officers and I was allocated as the overall control Sgt leaving the other to supervise patrol.
My role is to cover attendance at jobs which the control room cannot resource (perhaps they think I have a pocket full of instant policemen/women I can sprinkle water onto
)
A week of perusing jobs in a large urban town near London shows me two things.
1. Tax payers who call in for help because they have been robbed/burgled/mugged etc get a second tier service. Attended when the next available unit is free.
2. Non tax payers who spend all day pissed or stoned and phone up with calls asking for help because they have been punched/raped/abused by a partner/ex partner/member of the multi occupancy get the first tier response and all the trimmings with it.
Example
Last week at 0300 hours I received a call from a woman who had been raped.
The accused was her ex husband.
The ex husband had invited her to his house where they had partaken in copious amounts of alcohol. She is on medication for depression which states she should not take alcohol. She falls asleep on the rug in the front room of the multi occupancy and is woken when she feels him lying on top of her. She is aware that she feels uncomfortable 'down there' and explains that she has been interfered with and something cold and wet is on her stomach. SHE WANTS HIM PROSECUTED AND PROVIDES A STATEMENT (first account to officers)!
Response =
1. 3X double crewed units to the address pronto to arrest the ex husband,
2. Seize ehibits such as her clothing/the large rug she was lying on,
3. Transport her to the rape suit for examination,
4. Call out the DI
5. Call 2X Police surgeons (1 for her examination, another for his intimate samples)
6. Call out the specialist Sex crimes unit to deal with her interview.
7. lose 1 vehicle and 2 officers to transport her to the rape suit.
8. lose 4 officers for several hours in custody and dealing with correct packing of exhibits for forensic examination.
When asked to go to the police car to be taken to the rape suit some 10 miles away, she decides she is actually too tired to go and decides that she is no longer willing to support the allegation therefore asking us to leave and going to bed.
Having dealt with two more similar allegations on Sunday but without getting the circus mobilised because I realised that they were not rapes at all, just social inadequates unable to deal with their sorry lives (One of them was an allegation that he had raped her and when we questioned him he stated he had asked her for sex but she said no because she wanted to do the cross word! which she later confirmed but wanted him out of the house still tying up X2 of my staff for an hour
)
The solution I have though about.
Police on attendance ask to see your P60.
If you can show it and reveal you are in fact a tax payer and contributor to the system, you should attract the first tier service.
If you are a tax avoider, and cannot show your evidnce of contribution, you should get the second tier response!
This is evident with all public emergency services.
Drunken chavs getting the premier ambulance service over the weekends and valuable A & E attention too!

Very true.....very true....
I'm of the opinion..that the working decent folk should start directing some 'anger and frustration' to the sponging scum of the country and not the 'establishment'...
Of course....the 'scum' don't have a complaints department and aren't usally open to critisism...so I can imagine why people choose the white collared alternative..
I have no idea how you can put up with this sort of thing, I would have booked the woman for wasting police time at the very least!

No need for that, the operator simply has to ask:
"Would you wear/buy Lizzy Duke earings?"
If the answers yes send round a couple of CSO's, if the answers no send round the real thing.

What a top idea! Unfortunately I don't think the blairy bunch would aggree though.....

Yes and NHS resources are used in exactly the same way. IE greater demand from lower social classes. I was asked by an addict last week if he could get his methadone weekly because daily pick up interfered with his life, he likes to go to the seaside a couple of times a week.

I think Gone's solution should be applied to voting too. If someone makes no contribution to society they shouldn't get a say in how it's run.
As for the wasting police time, I think once the report is made the investigation shouldn't be able to be stopped. As it is at the moment, people can falsely cry rape for attention or to mess up someone's life with no consequences to themselves. If the investigation was always pursued and the accuser was found to be blatantly lying, they should get the book thrown at them.

The trouble is, in New Britain that's tantamount to racist talk!

There's a council I know of that has quietly deleted its council house waiting lists.
People who have lived in the area who wish to live in a council house and are stiil with parents (for example) have no hope now whatsoever.
Can you guess why the lists have been abandoned? Because those "in need" can go straight to the front of the queue. Those "in need" include recent entrants to the country, young single mothers etc. Does that annoy anyone? I'll leave it to you to decide, I know what I think.

'Tis the way of things.
There's a very simple rule in behaviour management (I work with difficult children) - don't reward the behaviour you want to stop.
It's surprising how often this is ignored.
I'll give you sweets if you stop screaming => if I scream I'll get sweets => if I *look* like I might scream I'll get sweets.
With housing, chavettes are well aware that a kiddie is the quickest way to the top of the housing list. My old Dep. Headmistress used to spend a fair chunk of her time talking 15-16 year olds out of getting pregnant for just this reason.
It's not only the house ; have a look at the grants etc. available - it's not just child benefit.
Gone's idea is great, but the probable reality is it is operated completely backwards.
The morons he has to deal with will think nothing of wasting the time of a Copper with their own personal battles (he looked at me funny) and squabbles, but the honest folk of the world will think something like "Oh, I'm sure the BiB have more important things to do".
I agree about those who cry rape falsely ; they should be crucified. Not only do they waste vast amounts of Plod time and money, but it's also horrendous if you are the accused.
It also, IMO, damages the chances of real victims of rape, both by increasing the proportion of "liars" (so making it easy to write the genuine complainant off) and wasting the time of the people who have to deal with it (who then can't deal with real cases).
It is a win-win situation ; the Plod can't (I think) do anything about these accusers, legally, and there's money available for accusers as well.
This applies to other things as well ; it's particularly bad for rape though.

I have often thought that the way they organised things in the late 19th century had much to recommend it. The Vote was not a right but a priviledge determined by a property qualification. At that time power alternated between the Tories and the Liberals. It was the mass franchise which destroyed the Liberals and brought in Socialism-a cancer that is still eroding our society.

See it from our POV Street - or what gone describes as our POV. We get service if we're lucky when there's a cop available ; chavscum wastes your time repeatedly.
Most people aren't going to see how you are using your time (extremely badly IMO, though this isn't the fault of the officers themselves !), all they see is that they call a Cop and they turn up ages later if at all.
Meanwhile, we (and you) are paying for it, through the nose. For which what we effectively get is very little.

Do her for wasting police time. Simple. Waste of my tax pennies, your time, your fury, your respect for my tax pennies.
I don't care if you were to be crapped on from a great height for this, but rape is an issue which I feel should be treated with the utmost care. But, when "the customer" decides they can't be arsed, you THROW THE BOOK at them, make an example of them and use the law to inform people that making false accusations and wasting money is a criminal offence. Rape is serious, as is the wasting of police time. It makes a laughing stock of all the real crimes which go unpunished.

When MOP have been victims of crime, we expect/deserve to be dealt with swiftly and professionally. Sadly, a lot of your time is spent dealing with scumbags who have no respect for authority or any one else for that matter.Even after all the hard work and time you spend in bringing them to court, because they are usually unemployed and on benefit, they can't be effectively fined, and the CPS and mags. dont want to put the "poor underpriveleged little mites" inside. So often, all they get is community service ( aka sweet f**k all ).
