Quick question Okay , if you get a speed camera ticket, is it only the Registered keeper who can submit details of the driver on the NIP ? or can the Registered keeper pass the NIP onto the Driver, who can fill in his own details himself ?

Person who receives the NIP fills in the details & returns to authorities, they don't pass it on.
A new form will then be sent out to the named driver.

Its sent to the registered keeper. Pretty sure it says "fill in part B" if you were not the driver. You send it back and they serve the NIP on the person named.

The short answer is that the person who fills in the NIP is the person that it's addressed to.

If the car is privately owned and the Registered Keeper gets a NIP and knows that they weren't driving at the time they should name the person who was driving. The NIP probably has a message along the lines of "Do not pass this to anyone else for completion". The named driver will get their own NIP.

If the vehicle is a company car or a hire car the Registered Keeper is probably a finance company so the process takes a bit longer. They don't have a clue who the driver was so will answer their NIP saying "We lease the car to XYZ plc". XYZ plc then get a NIP and they answer along the lines of "The usual driver of that car is Mr/Ms ABC". Mr/Ms ABC get a NIP and need to answer with who was driving at the time - which could be spouse/partner/child, work colleague, A N Other driving the car using their driving other cars insurance cover - or could be someone uninsured who borrowed that car. Eventually this trail should end up at the person who was driving and they need to name themself.
