Yet another PCN query. (Sorry)
Discussion
Quick version to stop people getting too bored.
A friend at work retired recently and a few of us went into town to have a few drinks. When SWMBO came to pick me up I had just got a drink in so she was sat in the car park for 17 mins waiting for me to finish my drink and say my goodbyes.
The PCN states 17 mins, And the pictures clearly show the cars lights are on.
PCN from Premier Park.
Car park owned by council according to google (although it is named after the pub).
Is it worth appealing or Is it classed as parking even though she was actually sat waiting for me to stumble out the pub ?

Does the car park allow people to wait in there for free?
To be honest if your car is IN the car Im pretty sure they are within their rights to charge you. Some of them have a 5 minute / 10 minute leeway where you can leave without paying but, if there's no leeway, you could be continuously driving in circles and still be required to pay for parking.

Ok thanks for that, I will try cheeky challenge then, if it fails I still get the £60 rate so no loss.To be honest if your car is IN the car Im pretty sure they are within their rights to charge you. Was she parked? That will tell you if it's classed as parking.
She was sat in the car with the engine running and the lights on texting me to hurry up and get out the pub.is that parked or waiting ?

On the other hand, if she wasn't parked, is she then guilty of using a handheld mobile behind the wheel?
You try telling her that if you dare

I've said I will try a cheeky challenge that's all

If that's the way you see it then ok, I think it's a bit OTT as she was picking me up not parking, so I will ask the question if they disagree I will pay .
What do you think "parking" means then? Stopping in a car park? For 17 minutes. Is that not "parking"?If the ticket is from Premier Park, then it's not a council ticket...
If it was a council ticket, you'd only be paying £35 for early acceptance.
Your choice, just worth knowing that Premier Park regularly lose at POPLA for a myriad of non-compliance issues, if they even respond to the appeal. I've won a couple against them because they didn't provide an evidence pack to POPLA
Oh, and they don't fare well in court either - not won a single case where the defendant has turned up I believe.
