However, the high number over the limit might disappoint some councillors.

Almost 25,000 vehicles have been clocked speeding along the A46 by a new camera – in just a week.
Police are sending letters to some of the drivers telling them to slow down.
They will not be fined but another camera will be installed which would usually mean an £80 fine and three penalty points.
The highest speed recorded in the 30mph zone on the A46 in Rodborough, near Stroud, was 64mph.
Another 42 vehicles were clocked doing more than 50mph.
Inspector Andy Poole from Stroud Police Station revealed that, of the 94,912 vehicles which passed through the camera's gaze in a week, 24,962 were exceeding 31.5mph.
If drivers had been fined the camera would have drummed up £1,996,960.
The Automatic Number Plate Recognition camera in Rodborough was installed as part of an initiative by the village's road safety working group and the county's Police and Crime Commissioner Martin Surl.
It has been stationed outside the Stroud Enterprise Centre on the 30mph section of the A46 between Nailsworth and Stroud since February 19.
It seems the 25,000 is based on a 31.5 mph threshold, so perhaps not surprising.Police are sending letters to some of the drivers telling them to slow down.

Rodborough Parish Council member Charles Pedrick said the first camera was slowing drivers down without resorting to fines and penalty points and there was a lot of interest in it from around the country and in Gloucestershire.
"Once the police have spoken to someone who has been seen speeding several times, they change their behaviour, which is what we want," he said.
"We have had people from other councils ringing us, asking us how they can get it."

I expected it to be one of those roads where you wonder why it is a 30 mph, but not at all, seems perfectly reasonable for it to be 30 limit and perfectly reasonable for drivers to observe the limit.

Wow how many thousands died? Must have been a bloodbath.
To be fair, the softly softly approach is better than jumping in and issuing fines right away, but one must ask why a camera, and not intermittent invention by officers, STOPPING those 50 mph+ drivers instead of letting them on their way. Also all those councils having a problem with speeding - how much is due to traffic density and not speed?
Outside my sons school there used to be a 40 mph limit on a main trunk road... but they reduced it to 30 mph... NOT because traffic was too fast, but because cars exiting the school driveway were having trouble getting out at peak times.
They STILL have trouble getting out, because at the slower speed, traffic simply bunches up together and takes longer to pass by...

To be Fair I live near this stretch and the reason it is so low for speed is the Farm animals that are let out on the common to graze, along with lots of dog walkers.
The report is of a camera on the A46 Nailsworth to Stroud with the camera in the built up areaat the Rodborough end - near the Golden Cross junction traffic lights. It is a mile away from Rodborough Common where there are grazing cows (only between May and November). There is a 40 limit across Rodborough Common and at least one cow is killed every year.

Threshold should be 10%+2 everyone above that should get a ticket, if they are too dumb to see a camera they deserve it.
Do clever people take their eyes off the road look for cameras at the top of every telegraph pole they drive past?
Nothing should happen. These 25000 vehicles didn't have an incident, exceeding the limit is clearly poorly correlated with any safety measure.

That was my first thought! 25,000 pass a sign with a number on it and nobody died or was injured. Given thats just one week, the actual numbers will be in the millions.
