Would it be legal to actuarially discriminate against an ethnic group if their propensity for accidents is genuinely higher?
I cant think of any examples like this in the insurance game. It happens in credit scoring, its not supposed to but it does...

I don't think there is a mechanism in place to gather this data. I'm not aware that insurance companies explicitly log ethnic origin when you take out a policy or make a claim.(How else could they do it by name? or your address?)
I know that Bib have to tick of your ethnic origin if they stop or ticket you. Not sure how this works if they attend a RTC. Bib care to elaborate?
I would suggest that no real data exists and any info would be anecdotal such as my comment above.

This would be VERY interesting information to see, but as Blademan says, I don't think that stats such as these will ever be made public in an intelligible form.
(Which, of course, just goes to show what a naff tool Political Correctness is.)

Probably not. Yet its open season to discriminate on the grounds of age, sex, postcode, profession etc. etc.
I think that such information should be available, if only for reasons of improving road safety. It is not racist to say that such and such an ethnic group are involved in more RTA's per capita or per mile travelled, IT'S STATISTICS.
You may recall when a chief inspector in a south London borough, Brixton I think it was, published crime statistics for his patch broken down by ethnic group. 80% of muggings were by black youths, mostly with black victims, 75% of burglaries were by whites, etc. He was slammed for racism, despite his perfectly logical attitude that it is only by revealing these stats that the community can start the dialogue that might address the problem. PC gone mad!

Once we are actively educating everybody involved in crashes, everybody convicted of a motoring offence and everybody who has never had a practical lesson on how to use a motorway, then I might support using any excess capacity in the driver education system to identify and target high risk groups. Until then it seems needlesly divisive... and don't we have bigger fish to fry?

This not actually true of course. Like all human abilities driving ability produces a standard distribution curve. From that you will find women follow exactly the same driving ability as men. There are just as many excellent women drivers as excellent men and the same applies throughout the ability range. Interestingly the more intelligent the person the more likely to be a good driver. The myth about women being safer has come about due to insurance companies refusal in the UK to account for annual mileage in the proposal. (except in a crude way). Clearly if 2 people have exactly the same driving ability and one travels 40000 miles annually while the other travels 6000 then the higher mileage driver is more likely to have claims ie crashes. This is born out by the fact that despite driver ability dropping off dramatically form 60 onward it is not until 70 that the premiums rise. The notion that women are safer is the same as old people are safer. Its is clearly not true.
Any regular users of the A40 in West London would agree that it's certain people in certain German cars that are most likely to have accidents. I believe this statement has been verified by friends in the BiB that patrol that certain road.
Having said that - the percentage of commonwealth bretheren in this part of the country is much higher too...
In my many miles of driving I have certainly identified some stereotypes and it's possible to spot people's background before you can even see the driver!
