NO Blues or twos but flashing headlights!!??

coming to work this morning up down the A41 when a police marked lexus IS200 come up behind me having flashed some other cars out of the way. Then flashed me out of the way and continued doing the same to everyone who was in front of me. He had no blue lights flashing just flashed each car with his full beam to signal them to get out of the way.
Any suggestions as to why this is or if its standard practice now.

Use of the headlamps is merely to announce your presence. There are many reasons why the Police driver may have been doing this. Police drivers can exceed the posted limit and make progress for 'Policing purposes' whatever those might be. They cannot do this for donut runs or taking the Supt's golf clubs to the 1st tee because he has left them in the nick!
1. If he had been going to a job where suspects are on premises, use of bells and whistles will alert them and they run away.
2. It is sometimes easier to make progress without sirens/blue lights as people often have adverse reactions to them.
The highway code states rules for the use of flashing headlamps. The Police driver was complying with those rules and from what you appear to have posted, it worked

Two-tones may have alerted someone who they didn't want alerted!
He may have been a bit over-zealous and was trying to make a point about people moving over to the 'correct' lane.
He may have been on a driving course, trying to make progress in an NSL area (was there uniformed Officers in the back of the car, which would indicate a driving course?) Any number of valid reasons really...

Astra without blues and twos. The fullbeam was wired to flash at intervals.
I know this because I was very wary about pulling over for a car that was driven by two burly blokes so didn't stop immediately. It was only when they overtook me that I noticed the epaulettes of the driver.
They informed me that the road I was on was shortcut for twoccers and after a quick check of my details I was on my way again.

And if you dont run with blues and use the headlights you get blocked. And then some MoP complains about the speed / manor of driving even if you were only at 15 mph in town due to traffic on a immediate run in an unmarked car because the unmarked car is the only response car in the area!
