New speed cameras on A38 Bristol/South Gloucester

There are new speed cameras popping up all over the f****ng place in South Gloucester.
One in particular looks like its intended purpose is to be a traffic light camera.
Unfortuately it looks exactly like a bona fida speed camera just 1 mile up the road.
For locals its the really tiny camera on the big pole just up the road from Filton Airfield as you come down from Aztec west. This is in addition to a normal Gatso 100 yards up the road from that.
Its the new type of fixed site camera that is meant to be more vandal proof. However its also fully digital and is set off my cars travelling over piezo electic strips in the road.
The cynic in me says that the piezo electric strips are to prevent radar detectors being used to detect it (bearing in mind it was probably designed pre GPS speed trap dectector era)
Furthermore its really high up and only the camera unit is (non reflective) dull yellow.
And to top it all off it is directly connected to the DVLA ticketing system (or whatever system is used) so there is no chance that it will ever run out of film.
Now that one has been here for months now, but the one I mentioned at the top of the post is brand new (last couple of days) and another one has popped up nearby (near Filton train station on the dual carridgeway).
I'm wondering if they not only catch red light jumpers but also folk speeding.
Anyone know.
Also how can South Gloucester cash camera partnership start putting up these cameras carte blanch all of a sudden? I thought that the road had to have certain accident rates etc...

Spotted yet another one of those Monitron things on the lights at the bottom of Station Road yesterday. Running the lights there really isn't a problem - I know because I used to live about 500 yards away from there for many many years and my parents have only recently moved.
Therefore the only conclusion I can draw is: its there for speed enforcement really (in addtion to the GATSO further up the road) and they're sneaking them in at lights to circumvent the usual guidelines on placement.
