The man given the job of improving driving conditions for Britain's motorists says speed cameras are a major cause of traffic congestion.
Derek Turner, appointed by the Highways Agency to cut congestion, says drivers slowing down for the cameras cause queues.
The motorway "jambuster" said speed governors, similar to those used in lorries and coaches, offered an alternative way of slowing traffic.
He said the device could help prevent the traffic jams caused by drivers braking sharply as they approach a camera.
Mr Turner also told the Sunday Times that major highways should be the preserve of traffic of "economic importance" such as lorries.
He said: "A lot of the problem is to do with people joining the motorway at one junction and coming straight off at the next junction. These are strategic roads, designed for longer-distance traffic."
He is considering placing more traffic lights on slip roads to encourage drivers to shun motorways.
There are also plans to turn the motorway hard shoulder into a traffic lane at peak times, impose variable speed limits and introduce improved signs and information.
Trials of these measures are due to begin on a stretch of the M42 near Birmingham this summer.

Just one example of lack of joined up thinking / protecting own arse thinking this country is so good at.
So let us say that by deterring motorists from using motorways Highways Agency succeed and improve traffic flow and thereby meet Highway Agency targets.
The traffic still has to make the journey on other roads which are not the responsibility of Highways Agency. Therefore someone else gets the whiffy end of the stick.
Also as commented before about the hard shoulder running agreed that there will be tears on that one.

What a tosser. I think using the Hard Shoulder will cause an accident in the first few minutes.
Also Mr idiot is apparently not aware of why people use the motorway for single junction steps - because the roads are sh*te.
Speed Governers do not help. I am repeatedly being held up by lorries overtaking each other with a 1 mph difference - I am aware this is not their fault !
