Drug Dealer Neighbours
Discussion
Made a new account to ask this as I didn't want it connected with my main account here. I guess it’ll get moved to SP&L but I’ll start it off here for general replies.
I’ve had a gut feeling that some people in a neighbouring flat to mine are drug dealers. Basically noticed it from lots of random people coming and going throughout the day, only staying for a couple minutes or so. Random cars pulling up outside, speaking to a man having a fag and then driving off.
My wife woke up a few nights ago very early in the morning to the smell of weed coming through the walls and she said she thought it was some neighbours of ours. I've not said anything to her about my thoughts on them being dealers and yes it could be anyone but it did tie in with my thoughts.
Seemingly, this was confirmed 2 nights ago for me when I had parked up on the street outside the flats and was packing my stuff from the car into a bag to take upstairs. Knock on the window and a girl in her pyjamas asks to use my phone to make a call. She said she needed to ‘give her brother his electricity money, but he wasn't coming down for it and she wasn't sure which number he lived at’. I knew just from the way she was acting she was/had been on something and that this guy was not her brother and the money was not for electric. I tried to say No to her but she just kept going on and on about it so in the end I let her use my phone. It was on loudspeaker and although being hardly capable to speak he fobbed her off and she got pissed off and started shouting and screaming in the general direction of his windows from the road outside the flats.
She came back last night, even more agitated and was screaming outside. I phoned the Police and told them there was an argument happening and I suspected the woman to be on drugs and the man she was talking too, to be her dealer. They attended quite quickly and heavily - 1 van, 1 car and 6 officers but she was gone before they arrived.
She came back a few hours later even worse than before and was shouting and screaming about there being drug dealers and that someone should phone the Police. She then had another argument with them through the front communal security door and then threatened to have them raided. All whilst banging on the doors, buzzing all the flats and trying to get in to the blocks.
I phoned the Police again because my wife was scared and wanted her to go away. She wouldn't let me go and tell the woman to get lost and none of the neighbours were doing anything except being extremely quiet! She managed to get inside our building just as the Police got here by buzzing and saying she lost her fob to someone and was hiding from them. I phoned 999 again and told them not to leave but to come back to our flats and I’d buzz them in. She was hiding on our floor just outside our front door and the Police found her and took her outside after much arguing and shouting from her.
I assume she did a deal with them for information on the drug dealers as they let her go soon after and then drove off themselves. I’ve got the name of the guy, his mobile number, her on film screaming bloody murder in the street outside and the Police attending and speaking to her.
They never came back to look at the flat or speak to anyone else. But, what do I do about my neighbours if anything? Should I expect the Police to come back and raid the place? Or do they just leave it at that and ignore my previous calls, her information - whatever it is she gave them? I don't have a crime ref number or whatever it's called to follow up with what happened yesterday.
Obviously not everyone will agree with what I did or how I handled it but in the moment with a screaming distressed woman outside and a petrified wife inside and me not being able to get involved (not that I'd want too mind you) I did what I thought was best.
Bear in mind, we live in a nice street, good neighbourhood, in a moderately expensive block of flats with some very lovely neighbours. This is all very random and concerning.
Any advice or similar experiences? I'm planning to broach the moving topic with the wife but I know she'll say no as she loves our flat and apart from this one incident is a crime and stress free environment!

Can't imagine anyone other than the drug dealer thinking you have done anything wrong, why the hell should you have to put up with that.
Don't give up and move, keep calling the police when strange things occur and make sure they come and sort it. Complain to the landlord of flat if it's rented to the dealer.

You know which flat. I very much doubt it's owned by this occupier, so get the Land Registry details (a couple of quid), and get in contact with the owner/landlord.
If it is owner-occupied, or the landlord is disinterested, escalate it to the freeholder and their management company.
Free-holder is a friend who I spoke to this morning. We think we know which flat it is and that's supposed to be rented to a woman and her son. Seems to be just the son + a friend there now but the management company are investigating and have been contacting a few of the landlords to find out if anyone new has moved in or moved out etc... just to make sure it's not someone else.If it is owner-occupied, or the landlord is disinterested, escalate it to the freeholder and their management company.
I'm more interested in what the general Police protocol for something like this is and why the didn't appear to do anything yesterday evening. Perhaps this all gets filed under 'Intelligence'?
I was speaking to someone the other day and they had a similar issue and felt the police weren't upto much so contacted the local MP, apparently it wasn't long before the "resident" was raided.
Of course it could be coincidence, the police could be doing nothing or they could be collecting evidence to get this guy away for longer

Just wait a few weeks, now the coppers have been involved 1 of two things will happen
They'll raid him
Or (which I think is more likely)
He'll disappear and move on
Would agree with this, this town is pretty bad for drugs and chances are if you spotted it so have others and the police knowThey'll raid him
Or (which I think is more likely)
He'll disappear and move on
Those who are good at it are very discreet
A magistrate will want to see several pieces of intelligence, preferably from more than one source before they issue a warrant. Hopefully your calls and whatever the female told them will suffice and the occupants will be getting an early morning visit in the near future. Until then, keep calling and reporting any new significant issues.
The police do not always raid such properties immediately when they discover them, they will often monitor them so that they can work out the best time to raid them (For maximum evidence) and also to discover other dealers higher in the chain so they can take out more than one dealer
Ring crimestoppers, an anonymous way of reporting things like this.
The information you supply will be sanitised and disseminated to relevant investigative units/neighbourhood policing team. They will corroborate the information with other information received and act on it accordingly.

We had something similar in our last flat. In the end they moved before the police acted, but a friend of mine who works for the police told me they need a little time. The police like to make sure they are dealing with a dealer, not just some kids smoking pot one night. They will deal with both, but with different approaches. Rather heavy handed to smash down the door with riot gear and dogs if it's a bunch of students, but you don't want your armed officers all on the other side of the forces area if you might have a dealer with some more serious defensive stuff than a PS4 controller and a slice of cold pizzas. They also like to gather plenty of evidence. Don't forget, by the time it gets to the CPS they are well removed and will want more than hearsay if it happens that when they do go in the guy has flushed everything, or happens to have nothing more than a few grams of weed as he sold it all the night before.
Let's hope MDMA doesn't pounce this thread up too, with his usual one-liner about stairs and dominance.
OP, somebody I know had a better result, by asking to speak to an Inspector at the county headquarters who worked on the drug related crime unit. It was suggested to him by someone else, as the locals won't pass it themselves, unless they are certain it's drug related.

Why are people so keen to take the words of an emotionally unstable woman during some sort of mental meltdown as enough of a reason to have the neighbour raided?
In this particular incident the neighbour is the person who was being harassed by a woman he clearly did not want to speak to. This woman was the only person causing any actual crime through her disturbance, has been dealt with by the police and hopefully she won't return. Job done.

The management company said they're going to try and speak to the Police and pursue the issue further as there have been a few complaints about these people before. dacouch said:

This is what I thought would be the case. I assume that when the girl was getting the attention of people outside the guys would have flushed or removed anything incriminating from their flat. Thinking about it, this is probably why the Police didn't bother as they wouldn't find anything.cptsideways said:

When I lived on a council estate I saw a raid happen. Lots of plain clothed heavies with guns sneaking into a block of flats and smashing the door down. The noise and commotion was like I'd never seen but very well organised. I totally get what you mean and yes it would be a total waste of resources to use that level of personnel and equipment on a couple lads smoking some weed. 279 said:

I agree with you. But I've had my hunch for a while now. The management company and building freehold owner have also had a hunch about the tenants so it looks like the woman was just speaking the truth. If she did tell the Police there were drug dealers in there, that would align with my telephone call and accusation. I just wanted to know what happens next in this situation.
