congestion charge issued nearly 5 months late ???

right this ones a bit of a head pickler - i have a congestion charge fine issued 2 days ago but the date of contravention is nearly 5 months ago - i know pcns need to be issued within 28 days surely congestion charge fines the same???

I'm no lawyer but I would have thought it unreasonable to expect you to remember where you were and what you were doing so long ago.

I would say appeal.

I don't think there's any time limit on congestion charges in terms of them being issued.

Reg 12 of Road User Charging (Enforcement and Adjudication) (London) Regulations 2001 S.I. 2001/2313 is the bit that covers this, but I can't see any time limit on issuing a charge.
