New average speed cameras - M4 - Heston Eastbound

Just a heads-up.
Over recent days, what appear to be average speed cameras have been installed on the Heston stretch of the M4 where the NSL drops to 60mph.
I noticed the first a few days ago, but some of the mounting posts had no cameras on them. Today, all present and correct!
So expect them to be switched on soon (if not already).

Isn't this related to the upcoming misery until at least 2022 (or more likely 2025 if the M3 overrun is anything to go by 
) with the M4 being converted to a "Smart" motorway?

The cameras are also on the gantries of the elevated section. Looks like they are applying the same enforcement as the A40 average speed zones.
Eastbound - heading into town - the cameras are from just after Junction 3 Hayes all the way through to the end of the elevated section at Junction 1.
Westbound - heading out of town - they are from Junction 1 the beginning of the elevated section to the end of the elevated section.
There are no average speed camera signs up yet, but the standard enforcement signs have been up for a long time.
Eastbound - heading into town - the cameras are from just after Junction 3 Hayes all the way through to the end of the elevated section at Junction 1.
Westbound - heading out of town - they are from Junction 1 the beginning of the elevated section to the end of the elevated section.

The signage is now correct and it looks to be like the cameras are live. However, first pass would suggest they are all forward facing, so bikes should at least be ok.
When it becomes this difficult to stay within the law, then its the law that is wrong. I want to concentrate on Dorris on her phone or the random car that comfort breaks. Not calculating my average speed, sitting in some ones blind spot because we are all traveling within 1mph of each other.

I don't get this rampant determination to average speed trap all the major London roads. It's made traffic worse due to the constant braking and nervousness of drivers.
What's the primary reason for doing it? Safety or to ease congestion? These roads were mad busy most of the time anyway so I don't feel like speeding was the issue. There hasn't been much of a public outcry either, which has surprised me. Maybe we've just collectively accepted submission.

Regularly travelling this stretch of the M4 never used to feel unsafe but now with everyone's eyes glued to their speedos instead of looking out the windscreen I've seen more near misses in the last two weeks then the 2 years before.
Whoever thought getting everyone to takes their primary focus off the road for a 5 mile stretch needs a good talking to.

I had two speeding tickets going westbound and eastbound respectively on the elevated 2 lane 40mph bit four or five years ago. It was at the time one of the most ticketed sections of road in the UK along side the A40. The speeds were under 50mph both times, I believe 46 and 48mph.
