This issue was pointed out on the SAC I did last week; there were a few taxi/uber drivers on the course (unsurprisingly) and they were bumping their gums about it when the instructor mentioned the law. General consensus was that any non-OEM device that is attached to your car is potentially illegal to use once the engine is running, however it normally isn't picked up on by police unless it has seriously effected your driving (i.e. crashed caused by driver fiddling with it at the time of accident, or view was obstructed by the object).
To be honest I see so many people with devices mounted either right in front of them or just off to the left it makes me wish there would be a crack down; some seriously dodgy device placement going on.

Disagree. Most people look at there heater controls when changing them anyway so taking their eyes of the road is no different to now.Ever used a iPhone for a wee while? You type on that without actually having to look at the letters your pressing despite the fact you cant feel them like a keyboard.
Well as I'm typing on here now on my I phone I'm looking at it I can't type on my phone without looking at what I'm touching

I too can type away merrily on my iPhone or iPad without really looking at the keys....older people I know have to keep looking down.

The point isn't about idiots who place things right in front of their face. That's obviously moronic.The point is that you could put your Sat Nav as far out of the way in the bottom right hand corner of your screen as is possible, and it would still be illegal.
But having something protrude 4cm into the swept area doesn't necessarily mean it's blocking your vision in any way.
However I'd hope you'd only get (quite rightly) pulled if you were genuinely blocking your vision with poor placement.
