I don't know the figures ; my limited experience of Scumera "statistics" is that they are all basically lies though.
Suffolk, as the article implies, is notorious for its stupid speed limits ; villages have acquired 20mph blanket limits. The A140 main road Norwich/Ipswich is all 50mph in Suffolk. There are stupid limits conveniently reduced all over the place.
