Not one of my favourite sujects as it it is all tied in with a plethora of EEC Regs but as I understand it
goods vehicle with maximum plated weight not exceeding 3.5tonnes (including trailer if drawn) does not require a Tachograph. Over this Yes which seems likely in your case.
Similar is the requirement for an Operators Licence but there are exceptions.
Best bet is to go to the horses mouth - VOSA (site on the Web) and send them an Email. They used to do a good explanatory book/pamphlet on all such matters.

When I was getting by Kit car SVA done I met a chap at the test centre who imported these trucks and he said he had to re-plate them, changing the existing plate for a new one with lower figures on it. Don't know if this is illegal or not but given most of the regs from the EU are designed to raise tax and screw us, I doubt it's a problem. Anyway, changing to a lower weight isn't going to be dangerous.

That's a good point, are operator licences decided on what a vehicle can potentially (safely) carry or on what that vehicle has been rated for?
