Might pay you to make a notification only as if you get in first you're more likely to be believed. Make a contemporaneous record, witness details if any, cameras etc etc. Tell your insurers that should they hear anything they are to robustly refuse any attempt at a claim and you refuse permission for them to deal with such. Advise them it's a scam attempt.

As nothing happened they can't increase your premiums.

I don't know if they will change the premium, very much doubt they "can't".

Your insurance company will class it as an open claim even if you report it for information purposes only they will reduce your NCB whilst the claim is open.
It could stay open for years personally I wouldn't declare it,it'll save you a large amount of ballache in the long term.

You're only obliged to report a claim if it happened it your of the opinion nothing happened dont report it.

That - very easy to say that nothing has ever happened as a reason for not reporting anything at a later date, also means that it won't be hanging over you if they never try to do anything

yes this is what i had in mind , then if the other party contacts them with a claim the insurance would then contact us for our side of the story? where i can state that i believe no contact was made

When/if they ever contact you - why would you report something that never happened?

That would be my take on it. I will tell them precisely what they need to be told that they can prove.
For example if I backed my car into a concrete post and scraped the bumper which I got fixed at my own expense, or lobbed a motorbike down the road but nobody else was involved and I didn't claim then I'm buggered if I'm going to tell an insurer, you'd get buttfked for five years.

So this "pedestrian" is claiming you hit them with your car - if it was bad enough for an injury claim I'd expect to see a hospital visit at minimum.

I might not report it to the insurance but I would definitely report it to the police, whether it is a scam or not. Given the elapsed time and the potential for future legal difficulty I would probably also take legal advice & potentially representation to the police station.

police was called he told them he had a sore knee - as a result of me getting close during a three point turn , i say it was close and no contact made and he said to me that good job im quick and jumped out the way - i feel he will claim anything he can to teach me a lesson as he got extremely upset and aggressive , tried to suggest what was a simple "didnt see you mate" and a sorry into i'm a madman that tried to mow him down, was an angry jeremy kyle sort

police suggest its unlikley to get any further

Your insurers will expect you to report any incident that might give rise to a claim. Particularly one with alleged personal injury and where the policy were involved

If you do not and in 6 or 12 months time a PI claim appears your insurers are going to ask you some very awkward questions about late notification and if they could have mitigated the claim by prompt notification could look to you for any additional costs
