Just wondering if there's a legal limit for how many people can stay in a 2 bed flat?Is five adult gypsies and three dogs pushing it?Thanks.
Two bed flat might be perfectly fine. A couple (or two people of the same sex) in each bedroom, and the fifth person in the living room.Shelter - https://england.shelter.org.uk/housing_advice/repa...
Housing Act 1985 - http://www.legislation.gov.uk/ukpga/1985/68/part/X...
If it's statutorily overcrowded, that's not illegal in and of itself.
The landlord might have something to say about it, though, if it's in breach of the tenancy. TBH, I'd have thought the dogs would be the most likely issue...

Is it a purpose built flat? Or has it been re purposed?I would think that it depends on the tenancy.
If I let a flat to a single individual, I would expect it to be them and them alone living there. If they then moved in a boyfriend or girlfriend I would expect to be informed and would probably ask for them on the tenancy too so the same would apply for five I guess.
But 5 adults (and dags) in a 2 bed flat seems a bit busy.

For the landlord the problem is 5 tenants in 2 bedrooms means the flat becomes a House of multiple occupation or 'HMO' unless they are all one family, which means the landlord has increased obligations in regards to fire alarms, safety etc and also has to obtain a licence from the council which are not cheap (think £500-1000).
possibly landlord thinks only 2 are living there. possibly hasn't got a licence for HMO.

Read up on the rules surrounding HMO - Houses of Multiple Occupation - it differs slightly by council. Think it applies here.
Worst case scenario you could be liable for a massive fine, if caught by the council.
They're gypsies. If it's a problem they can just hitch the flat up to the back of the Range Rover and move it to the next council.Worst case scenario you could be liable for a massive fine, if caught by the council.
