Are coloured daytime running lights legal? I saw a van earlier with coloured ones that went between red, blue and green. They looked nice but I'm not sure as to the legality of them

Well I’m pretty sure you can’t show a red light at the front so these would be illegal, whether you could have something similar whilst avoiding, red, orange etc I’m not sure.

Not legal surely could be mistaken for Police vehicles lights.

Strictly speaking, wouldn't they need to be E marked, or similar to comply with constructions and use regulations?

They won't be complying with them by that description

You cant show red lights to the front and you certainly cant have distinct blue lights.

Yes I'm not sure that's true. flashing blue lights however...

You can only show white and flashing amber to the front. Anything else is illegal... Including the latest weird craze of people setting their signal lights to static amber like in the US.

Often tractors and road works vehicles on Motorways display white spot lights to the rear, causing dazzle and confusion to regular traffic.

You are confused there is no restriction on colour of lights shown to the front other than they can't be red.

It says obligatory and optional main beam headlamps must be white or yellow. It doesn't mention any other lights.

1989 seems a bit old too, surely there will be some newer EU type of legislation?

Plus things that cover more than simply headlights.

The Road Vehicles Lighting Regulations 1989 are the relevant legislation. They contain no restrictions on the colour of light which can be shown to the front other than it must not be red.
