Just had a nice yellow leaflet through my local Lib Dem councillor telling me all the wonderful ways he's going to take my money off me and give it to the poor and needy chavs.

Anyway, in amongst all the utter tripe I found this:

I was under the impression that all a civilian operator could do was get a letter sent to you? And that a police officer had to form a prior opinion of speed?

Please tell me I'm right and show me the necessary references, I will take great delight in showing this lefty numpty the error of his ways.

I believe the courts won't accept a presumption of speeding unless its from a "trained" person. That trained person is deemed to be a Police Officer. A Video taken by a Civilian even if backed up by a laser wouldn't be acceptable. A certain Scamera partnership tends to back off very quickly if asked for a police officers notes because the operators in the van are civvies!
