ticket / invoice from ukps

friend of mine asking me so thought id post here, my mates wife parked in a spot she normaly used for work but on the day she parked was taken over by ukps , she didnt have a ticket on her screen then now in 2017 she gets a letter saying she parked there in 2016 without a badge or something. seems no one in the company was informed and got a letter 16 months later saying now they are thinking of court action . told em i dont know where they stand but 16 months then a first letter seems odd to me , what do you folks think ? she did park in the spot but 24 hours earlier it was just another works parking space. signs were up about 12 hours after she left. i know because i worked in the same place and saw em when i was going to park up.

Needs more specific information. When did the car park management change, when did she park, what signs were put up and when exactly was the letter sent???
