Offset number plates and scamera vans

Driving through Southampton this evening, I passed a friendly local scamera van parked up in the middle of a 30mph dual carriageway. There was a fair amount of traffic, but it was moving fast enough for people to be doing >30mph- but not me guv. (For any locals, it was on West Quay Road, past Leisure World, heading out of town)
However, cars whilst not bumper to bumper were quite tightly packed together, hence it got me wondering about how close cars need to be to hide their number plates from the camera when going past these things.
I then thought back to the offset number plate on my old Alfa 147, and as it was offset to the nearside, and in this case the scamera van was parked up on my right, then surely they'd have trouble capturing the whole number plate.
Anybody know whether such offset plates generally give the scameras trouble in reading them. Does a convication require the whole number plate to be visible on any evidence, or is a partial plate enough?

Better still could you design a number plat that was electronically controlled so when it sensed scamera radiation it would flip digits or flash a message? I mean those plasma screens are quite cheap these days (especially the small ones). As an added bonus the parking attendants wouldn’t know the number of the car they where booking and you could play hilarious messages in traffic through your number plate.
Perhaps a scamera detector that set off a series of photoflashes around your number plate?
Alternatively a car notes design that left a large bend in your number plate?
Is having a really, really dirty plate illegal?
