STEP THREE - CHECKING THE DESIRED LIMIT AGAINST MEASURED
SPEEDS. If the measured 85th percentile speed is within either 7 mph or 20%
of the desired speed limit (whichever is less), then DETR guidance indicates
that the limit would be appropriate. If the measured 85th percentile speed is
outside this range then either:
• impose a higher speed limit; or
• alter the road layout or environment so as to reduce speeds within the
acceptable range of the desired limit.
Only in exceptional circumstances should limits be imposed which are lower
than this check would indicate.

So even if the avg speed is above the 85th percentile they just make the road unsafe to do that speed. Great

So they'll either increase the limit, or deliberately slow traffic using 'calming' techniques. Which do you think they'll choose?

Does anyone know of any limit which has been increased in this country?

(BTW, we've lost yet another 40 in Portsmouth )

Off topic, the 2nd PDF states the limit is "70 mph on motorways and on unlit dual carriageway roads", what about DCs with streetlamps? (can't find answer in highway code)

If no limit is posted (and assuming 'regularly spaced' lighting), it's 30; otherwise whatever limit is posted.

This illustrates a danger of 'rationalising' speed limits by road description. We have seen on this Forum that even some PHers think that 70 only applies on motorways and that the maximum on all othter roads is 60.

The rules over lighting and speed limits have been thoroughly explained (by DVD among others), but there is still confusion about what constitutes a so-called 'built-up area' and the applicable speed.

Apparently authoritative comments sch as this reported, are, at best, unhelpful.
