Driving last Friday making some progress when I saw a Police car parked on the motorway bridge. It wasn't a camera van but I could see the passenger had a laser pointing out the passenger side window.

Can they do this?
Would they need to stop you at the time to NIP?
Can they still NIP after without stopping the car?

The reason I ask is the bridge they were on had no slip roads to join the motorway so they couldn't have gone after anyone.

Why would they need to stop you? They already have your name, address and evidence against you.

Yes we can do this. If unable to stop at time we simple send the NIP/Sec 172 to registered keeper.

Genuine question:

What happens if the car has no registered keeper?

Would there be an ANPR hit out on the car eventually?

Between 2 and 1 some bridge around Cadnam area.

The the Police may take other steps to track it down, such as putting a PNC marker on it. The vast majority of cars do have an RK though, after all all those speed cameras rely on it.
