Stupid behaviour on a busy motorway indeed, but why didn't they stop him straight away and prevent the further behaviour?

At a guess because one wheelie might be hard to prosecute as dangerous driving, whereas a sustained period of obviously intentional bad behaviour....

Then, maybe pull him over after the first wheelie 'have a word' and send him on his way without prosecuting him?

Prevention being better than a cure, so to speak...
