Cycle lane in middle against direction of one way street

My local paper shows a recently introduced cycle lane down the middle of a one way street and shows signs that they say give cyclists priority over cars. I have not seen these signs before and cannot see how they give that priority.

The signs shown in the article indicate there is an advisory contra-flow cycle lane. They don't indicate any sort of priority for either cyclists or cars

These things are well intended, but they never end well when a car driver sets out to enforce the law before reading the signs.
