Getting a Council to do something

Not sure if "Legal" is the right place for this.
A road near to where I live has lots of cars parked on one side of it. They go on for ages and running the gauntlet past them is a pain.
there is also a bus stop in the middle of it. Often a buss cant gets in there properly so the entire road is blocked. Cars have to reverse, much anger is expressed by all.
It's quite a busy road.
Cars that park there belongs to the houses along the road. they all have garages and communal parking round the back of there houses. But that would mean walking a little bit.
Now - Ideally I would like the road to be "double yellowed". This isn't going to happen and even if it did, no one would enforce it.
So how about digging up the grass bank alongside the road for these lazy sods to park in?
How do I go about convincing the council to do this?

In the next village they deliberately created parking spaces on the main road so that everything comes to a halt. Similar situation before where there were yellow lines but cars parked there on occasions causing general chaos when they did. Guess the council loved it so much that traffic could no longer freely move (therefore safe in their eyes I guess), they painted official parking spaces instead there.

In the commercial world anything even remotely safety related will be jumped upon. In the local government world if it involves them spending any money it isn't going to happen.
Where I live has cars parked on both sides of the street to the extent that you can just about squeeze a car through. Fire engine no chance, and a house actually burnt down as a result.
Will the council remove verges to increase width? Will they put restrictions on one side of the road? Fat chance.

I live on a modern housing estate and there were 2 areas were residents were parking out front and causing problems the same as you have (on blind bends/crests). After a few near accidents etc the council have now double yellow lined the affected areas, and enforced any transgressions. These are busy roads that go through the state and out the other side.

The 'offenders' are mostly out of villagers parking during the day to get the train; on an evening the road is quite empty. At the weekend it's full of day trippers enjoying the walking. This coupled with bad driving (not anticipating, insisting on being right up the boot of the car in front, even when it causes blockages etc) is what causes the issue.
The district authority will do what the villagers want; the parish council polls them reasonably regularly. The villagers want the cars there (when they weren't recently, due to a temporary order, there was much speeding); the non-villagers want the cars moved.
As a result the cars remain. The existing double yellows (at either end) were extended slightly recently, but apart from that, nothing. To be honest, even if there were double yellows, who would police it? I cannot remember the last time I saw the police or parking wardens in the village.
