I reported a case of fly tipping to my local police yesterday. It's impossible to get through to actually speak to somebody on 101, so I had to do it on-line. In the report I pointed out that this was a crime against the Environmental Protection Act 1990; I also made it clear that as it was on private land the local authority was under no obligation to do anything about it (one previous instance several years ago confirmed their total lack of interest). They responded saying that they had referred the case on to the local authority. Duh. I asked for a crime number and they have refused.

So a crime has clearly been committed yet as no number is issued presumably it does not contribute to the total number of crimes "reported". Is it any wonder that authorities are widely held in such contempt ?

Should certainly be recorded as a crime having been reported to the Police. Its an offence against the state and can be committed on public or private property.

I don't think it's a recordable offence under the National Crime Recording Standards.

Its a notifiable offence under HOCR and should therefore be recorded by the Police IF its reported to them. Had the OP contacted the local authority directly then no crime to record as the Police would never have been aware

Its not a recordable offence (i.e. on conviction its not subject of a PNC record) however it is a notifiable offence and should be recorded accordingly.

In my force at the moment crime figures certainly are not being fiddled, literally everything gets crimed even things that don't actually fit the definition of a crime.

Thats why I was recently informed that recorded crime is going to double in my force when figures are announced. Its a crazy situation really because it means that officers get distracted from investigating real actual crimes which have a real negative impact on the victims.

If theyre not crimes then they shouldnt be recorded. Offences get recorded because of the rules - not just for the sake of it. Crime certainly wont have doubled - most forces are up by around 14% = however most are also under recording by that same amount.

Sounds like I'm correct that the only reason for not giving me a crime number is so that it doesn't appear in the statistics. In which case I won't be able to claim on my insurance presumably.

I 100% agree, you try having an argument every day with people who create crimes that aren't actually crimes knowing that its someone else who has to sort them out. Knocking on someones door is now a crime apparently?

Its gone from one extreme to the other.

Part of the problem might be all the criticisms of stats recording. Your forces way means they are untouchable. That is, until the Home Office and HMIC changes their minds again on systems.

It's not an offence which generates a crime number as per VH's link.

Looks like your force are fiddling the figures the other way to get a bigger slice of the taxpayers cash?

All here in the notifiable offence list - you wont find every offence listed in the counting rules.

Yes indeedy - doesnt stop the Police handing the job over to the council or another agency to investigate but gets recorded same as any other notifiable crime - has done for several years now.

If that's the case the Warwickshire police website is wrong.

I expect it's a mistake rather than the OP's crime fiddling conspiracy.

No just creatively worded - its not a recordable offence - this leads the public to believe the Police dont need to record it as a crime and they can be fobbed off onto the local authority - or just ignorance on the part of the person compiling the website article.
