Here's a rather random question. With the police having offloaded parking offences to the Council parking wombles, who is responsible for issuing penalties for the parking offences within regulation 24 of the act http://www.legislation.gov.uk/uksi/1989/1796/regul...

Did these offences come across with decriminalised parking or are they still the responsibility of the police?

Even if they were the responsibility of the police, you'd hardly expect them to anything about it. If they can't attend a motoring accident for 3 days where someone has died, how would you expect them to something less trivial?

I think that is still an endorsable offence, so comes under the remit of the police, and results in a CU20 on the licence.
It's a good few years since I did any training on licence endorsements, so I may well be corrected.

Somebody here has also just suggested it could also be endorsed on a licence as a CD10 - driving without due care and attention.

Still police responsibility.

Bah.

If it'd been the council they'd have been happy to come put some yellow revenue generators on the vans in question. Guy at the end of the road has 3 Transits parked on all 3 sides of the T junction, makes it a nightmare to get out of the road.
