Having parked on double-yellow lines (in a cu de sac, for no more than 90 seconds) I came back to my car to find someone photographing the registration number! Presuming the individual to be private individual (it was ~18:30 & in a residential road) is there anything he could do that would lead to me receiving a fine? I believe local authorities are responsible for parking enforcement. I understand there is a company that pays a £10 fee for vehicles illegally parked on private land. Any 'legal' knowledge or helpful opinion would be appreciated. Thanks.

Why didn't you try speaking to the person ?.....and tell them to F off.

Why were there double yellow lines? Near a school? Blocking access? Perhaps there has been parking issues in the past and residents have got the council to put down double yellows? The photographer could well be a disgruntled resident, I don’t know how far it could get taken though.

If you were only there for 90 seconds, were you loading? Was it a no-loading area as well as a no-parking area?
