No, it's Camden, my area, so I know: during the controlled times on Monday to Friday you need either to pay or have a resident's permit. Outside those times, you are free to park.
This is one of their simpler signs. A favourite Camden trick is to have paid spaces on one side of a road and residents' on the other. I have been dinged for parking in the paid with a resident's permit and for paying through the app (in a different Camden district from my own), but parking in a residents' space, because I looked at the sign on the other side of the road.

We have these round my way, and the restriction is just for 10am - noon, Mon - Fri. They are placed close to tube stations, to stop commuters parking there all day. Of close to colleges to stop pupils leaving their car parked all day. For the benefit of the residents.

Wandsworth do similar. Parked car in bay and walked to the machine that I could see. Bought ticket and about to leave car and realised that the parking area code didn't match the sign. Needed to buy ticket from machine much further away in opposite direction.
I have a funny feeling that they do that on purpose.
If parking is restricted ..not allowed.. between 10.00 and 12.00 should the sign be yellow not white?
I would read that as parking is ONLY allowed between 1000 and 12.00 on payment by non permit holders Mon-Fri
Non permit holder can park anytime Sat and Sun
Permit holders can there there anytime
As it is white it suggested that parking is allowed
However i will get further advice on this

If that's the case and/or it doesn't conform you stand a reasonable chance of getting off a fine, last time I looked.Outside, perhaps not. Tourist traps perhaps.

Permit Holders can park there 24/7.
Non-permit holders can park there 24/7 however between 10-12 mon-fri you have to pay for the privilege, and can only stay 1.5 hours.
