I'd say challenge the ticket anyway. You have nothing to lose, and there is always a chance, however slim, that the challenge might be successful.My last PCN was for parking in a disabled bay at 2.00am. I was pretty much bang to rights, but I challenged it anyway, and it was successfully overturned.

Not sure the other posters spotted this subtlety... the big yellow notice as described above.The OP isn't claiming the bus stop wasn't in use due to the absence of a bus (which would clearly be ridiculous).
However, I would take that sign as a direction to passengers not to wait endlessly for a bus that doesn't turn up, or sails straight past.
A sign saying 'bus stop suspended' might give more room for a challenge... but that isn't where we are.
Not having a go at the OP, but I would seriously like to know why they thought that it would be okay to park there.
I have had my moments fighting bad signage - but I woud be embarassed to take this one on.

"There was no bus using the bus stop at the time so it was not in use"
when in reality, what the OP is actually saying is:
"There was a sign saying the bus stop was not in use, so I thought it would be okay to park there"
To use a variation of the speed camera analogy that someone else mentioned:
It would be similar to speeding past a camera that has a sign on it saying: "NOT IN USE", and then getting a speeding ticket from the camera.
