Offence for scrap man to play loud music?

Is it illegal for scrap men to be driving round with trumpets and music blasting 'any old iron"? I spoke to my local council about it last year and they appeared to want to stop it. Few local articles in the paper also ask people to report it.
It's now started again. I spoke to the council again today and had this unhelpful reply:
Thank you for the information supplied.
The vehicle is moving on the highway, therefore is not classified as premises for the purposes of Statutory Nuisance. The noise although probably annoying, is not actionable as the occurrences are transient and intermittent with regard to the normal accepted operating hours.
In this case, Environmental Protection is unable to assist further.

Part of me thinks you are being very miserable and for the short time it goes past people’s houses, it likely brings more smiles than negative reactions.
But it got me thinking. Is it the same tune constantly? I can’t imagine the people in the truck would enjoy that and it would surely be like torture to them all day everyday.
So most likely they are trafficked or modern day slaves working against their will. Next time you see them check for one slightly better dressed senior guy watching the others like a hawk.
If this all adds up, call phone the police immediately and report it as a serious human trafficking offence.

It's a combination of that and heavy metal. OP, you need to get out more. Then you wouldn't be home to listen to it.
