Foreign national applying for driving licence

Hoping this was the correct forum
My partner is a Swedish national and wants to start learning to drive in the UK, looking at the DVLA website you have to post your passport for them to issue a provisional licence, she is very nervous about this due to the bureaucracy, time and money required to reapply if her passport if it was lost while in the postal system.
DVLA make no mention of this on their website so it may be a waste of time asking but does anybody know if you can visit a DVLA office to handover the passport in person and return to pick it up when the licence is ready?, we are quite close to swansea also if the service is available there.
