Prove time and date photo taken.

Prove vehicle was on a road.

Prove if not on road then SORN declared.

..... he who asserts must prove.

This is Howard showing his past as Home Secretary. An overblown knee-jerk reaction to something quite legal.
Why take the bus off the road?
A new disk had been obtained and was waiting in the bus company's office. He was only 2 days into the new month during a grace period, but no he has it ordered off the road. Politician playing to the crowd.

As far as I understand it, it is an offence to use a vehicle without displaying a valid disc (That one I know from experience having been done while riding a moped with the tax in my pocket at the tender age of 16) and no "Period of grace" actually exists in law.

Technically there isnt a "grace period" for the RFL and hence the bus was illegal. But since the bus will have been contracted by the Conservative Party, its hardly the fault of Howard.... mind you, his assistants should have prevented a photo opportunity such as this.

But, is it in the public interest to prosecute the bus company? Nah, hardly. Bit of a non-issue in reality and "just one of those things". Mind you did bring a small smile in these politically charged times....

A very old joke springs to mind here. Plod pulls over a car driver.

"Sir, your rear brake light isnt working". Man walks to rear of car, and kicks light, light comes on.
Plod says "Would you mind kicking your windscreen sir"

"Why" asks the man a little confused?
"Coz your road tax is out of date as well".
