Are refuge/recycling Lorries-Zig-Zag Line

[surveyor_101]

Is there are legal exemption or is it reasonable to expect council refuge/recycling collectors NOT stop on zig zag lines approaching a crossing?

There was an incident this morning and I wondered what people thought?

No mention of refuse collection in this

So I'd say no.
