Parking advice / ideas needed

Every weekend my car is being blocked in by double parkers.
The road is quite wide and whilst the other side have driveways to park on, our side has a wide pavement, with spacing for cars, so we (residents, 7 of us) park on the pavement. The problem is people / builders coming into either use the high street or go to work on the local site are being complete knobheads and parking in the road, which they are legally obliged to do but they block our cars in that are parked on the pavement. Unsure why they don't use common sense and at least leave some gaps for cars to leave.
Spoken to the council, guy advised he will not have cars removed and the best he can do is try and get a warden down to ticket them.
Anyone had similar issues? Will a few tickets deter them or can should we look into residents permits? Where do we stand?

We park on the pavement in allocated areas (marked out for parking) and then people come along and park along side in the road, blocking us in. Key to that is they block us in. They're not doing anything illegal so it begs the question, where does some stand when they are blocked in by bad parking which is what it boils down to?
When you say "with spacing for cars", do you mean they have marked out areas of the pavement for parking, or just that cars fit?
If it's the former, I can't understand why the council wouldn't get involved, if the latter, not sure how much you can do other than park in such a way other people can't park so as to block you in.

Is there a dropped kerb to access your marked parking bays?

No dropped kerb but white markings to show parking parameters and a sign to show parking on kerb is permitted.Is there a dropped kerb to access your marked parking bays?
I suppose maybe we could park all of the car on the pavement and leave the wheels in the road.

Quite common in parts of London where there are wide pathways.

If it's in London then I guess OP would be fined for parking illegally on pavements. Not sure what the solution is in that case. You would assume that people would show a bit of common sense before blocking the OP in but some people are just ignorant.

Well, quite. I can either piss the perpetrators off by getting them ticketed or piss the neighbours off by getting it permit only. Proper catch 22.

Not if signs permit it (which he has said there are).

Similar examples can be found in others.
Parking in the carriageway in such a manner as to prevent another user's access to a highway is not merely inconsiderate, it's obstruction which AFAIK is an offence.
