I received the a notice from the local council relating to my wife turning right through a 'no right turn' junction. The date of the notice is 4th September 2018 but the contravention date is 15th May 2018.

I have heard of a 14-day rule for speeding fines but was wondering if anyone knew if I need to 'cough-up' here or if there were grounds to appeal due to the time-frame. I have a day left to pay before the fine doubles. So will need to decide today.

For clarity, is it a Penalty charge notice (PCN) ?

It does mention 'Penalty Charge Notice' at the top of the letter.

Someone more learned than I might correct me, but this isn't a Notice of Intended Prosecution (NIP) from the police, so it's not like a speeding penalty at all.

If its from the council, and it says Penalty Charge Notice, then they have 6 months to notify you.

Got done for it a few months back though it was someone reported me via their dashcam and the police rather than the council.
I got a NIP then a fine but no points. It was something like £90 admin fee + £40 fine + £15 victim surcharge

I wonder if they deliberately leave it nearly 4 months in the hope that you have no idea where you were, I can't. Be interesting to note what the defence would be regarding one vehicle but multiple drivers, registered keeper takes the rap as it's not a NIP?

There won't be any points so if the keeper can't remember who was driving, they'll just have to pay up
