Must have been a slow day for them to have the plod standing by a buslane. I've head the more important things to do shot down elsewhere, but in this instance, really?
I've seen it once in Edinburgh a few years ago on a road out of the city to the East. It was around 5 in the evening, and there were at least 6 officers out. It was like shooting fish in a barrel. In the few minutes I was sat in the queue heading into the city they pulled over two cars with a third already stopped.

They are usually council enforced via person, camera car or fixed cameras and this will result in a PCN although non-endorsable.I believe the Police can also enforce just like they can with failure to comply to any other road sign. This will likely result in FPN and may well attract points.
