TE7/TE9 lost in the system

Strange one this, wonder what folk think.
Background - i forgot to pay my dartford tunnel charge. Also, I'd moved house, and changed address with DVLA for driving licence, but i didn't know that it had to be changed on the V5 certificate. So the fine went to the old address. First indication of something gone amiss was a random text from a debt collection firm saying they had a judgement against me. (This is also how i learnt about the TEC's power to get a judgement without using the normal process but that's an aside).
So the interesting thing is that i filed the TE7 & TE9 in March 2018. The debt collection folk stopped getting in contact, so step 1 completed. Its now december and they still haven't processed it. Every 8 weeks, i call up and chase. I am told the same thing each time: "that length of time is odd, let me see, a-ha, there's a query on the application, its with a manager, i'll sort it out". I've now taken to emailing them to reserve a position of good faith.
Question is - what can i actually do to sort this out? Any ideas?
