A course couldn't be offered until the identity of the driver was known.
The identity of the driver is normally confirmed by a postal s.172 declaration.
A s.172 request has a statutory response time of up to 28 days.
If the intended recipient was only away for 3 weeks, the s.172 request could easily be completed and returned within time..

From the time and date of offence they have 14 days to notify registered keeper to identify who the driver was at the time of offence .
The registered keeper then has 28 days to reply to the 172 notice then time is curated to by the registered keepers response.
So,I find it hard that you have been on holiday to come back to a letter stating that you have missed the deadline for a course .

time frame of events
Letter received saying who is the speeding driver- responded to
Letter arrives offering the points or a course, already on holiday for a few weeks.
The ten days to choose an option passes and the only option is court.
The question is, how to get the Speed Awareness Course back on the table?

I'd phone the issuing office and explain the situation, saying that I'll take the course or the FPN not wanting to waste the court's time. That's got to be worth a try
A collegue did that when his paperwork on a leased car got lost somewhere is the system and the first he knew was getting a Summons.He 'phoned them up and they were very keen to get him on the course instead.
